I want to make a short film like wes anderson though i want to know his style or how he does it because its so good

Pay attention to detail and color.

I once did a video science project in high school that paid tribute to The Life Aquatic. It was a joke that not many of my classmates got. In the beginning of my film I gave it an introduction like that of the "movie within a movie" at the start of The Life Aquatic. For the intro I recreated each of Wes Anderson's shots almost exactly, this gave me a pretty good grasp on his style.

Here's what I suggest: As practice, take a scene from one of his movies and try to recreate it exactly, shot by shot. That should give you a good idea of the technical aspect.

As for the dry wit and humanity... good luck. You can copy technique but the soul of his films comes from him.

it's a broad question, and my reaction was, "just watch his films and pick out elements you want to emulate. what are you asking us for?" but i can be cynical.. really i guess, the yankee racers have surely collectively noticed a lot that others haven't.

the suggestion to recreate a scene sounds like a really good exercise. my two cents is to keep things generic - just in the way of clothing and pens and props like that. cars.
